The National Institute of open Schooling was brought into existence by the ministry of Human Resource and Development, Government of India in November 1989. It was passed through a resolution (No. F.5-24/90 Sch.3 dated 14 September 1990 published in the Gazette of India on 20 October 1990). The NIOS being a recognized board is in no way inferior to any other board such as ICSE or CBSE board. NIOS is equally recognized by all institutes and universities for admission.

The NIOS has been in existence for over 25 years now. It provides a national level board examination for higher secondary and secondary. The higher or senior secondary level is equivalent to the other 12 board examinations. The Association of Indian Universities (AIU) has also intimated the Registrars of all Indian Universities vide their Notification No. E V/11 (354)91/dated 25.7.1991 of its decision to grant equivalence to N.I.O.S. courses with those of other examinations of recognized Boards for purposes of admission to higher courses of study at Indian Universities.

YES without any doubt, If any university/institution objects in taking admission of a NIOS passed students then it is directly challenging the Ministry of Human Resource and development, government of India as the NIOS is passed through a resolution (No. F.5-24/90 Sch.3 dated 14 September 1990 published in the Gazette of India on 20 October 1990). The University can be dissolved if it tries in any way not to recognize the Senior Secondary course passed by the student from NIOS board. The NIOS board is in no way inferior to other boards like ISC/CBSE/UP board. The NIOS has the same rights and privileges as any other board and is in no way inferior to them.
The student passed from NIOS board can appear in any Medical entrance examination, engineering entrance examination and even in NDA Entrance exam. No University/Institution in India can question the authenticity of NIOS board. The student passed from NIOS board is also eligible to appear in any Government job oriented entrance exams in which the minimum qualification required is Secondary or Senior Secondary.
